Bug
The ArcGIS Open Data site dataset's metadata URL to the ArcGIS Online item details page defaults to HTTPS. When this stores a reference to a service on an HTTP only ArcGIS for Server site and clicking to open the layer in a map will encounter mixed content issues (HTTPS+HTTP). Enhance the ArcGIS Open Data site to open the metadata URL in HTTP or HTTPS depending on whether either the ArcGIS Open Data page or the ArcGIS Online site is accessed via HTTP or HTTPS.

Workaround
1) Access the item details page via HTTP.
2) Enable HTTPS on ArcGIS for Server or ArcGIS Web Adaptor.
3) Access the web map via HTTP.
