The ArcGIS Online Map Viewer does not allow switching basemaps to alternate projections with a Web Map Service (WMS) present in the web map when the EPSG layer code matching the new basemap is not present in root layers of the GetCapabilities file, even if the EPSG code is listed on the individual layer level added for some third-party WMS servers.
