Duplicate of BUG-000131940: This issue is related to BUG-000131940 Make Grids And Graticules Layer GP tool is failing with ERROR 000824: The tool is not licensed for AO11. BUG-000131940 is addressed in ArcGIS Enterprise 10.9.Workaround
Authorize ArcGIS Server with an Advanced license.
