Workaround

Assign ArcGIS Maritime Extension at the Sharing API:

  1. Assign member an ArcGIS Pro Standard license through their user type or as an add-on application.
  2. Navigate to userEntitlements endpoint for ArcGIS Pro: /sharing/rest/content/listings/d4a332a0be784dd2be53cec0a35e0859/userEntitlements?f=pjson
  3. Copy the entitlements portion of the JSON for the respective member.
  4. Navigate to /sharing/rest/content/listings/d4a332a0be784dd2be53cec0a35e0859/provisionUserEntitlements
  5. Input the username and entitlements to be assigned; this must include the maritimeN extension and existing entitlements copied from step 3. This is an example of this parameter for a member with the username portaladmin who is currently assigned ArcGIS Pro Standard and the 3D Analyst extension: e.g. {"users":["portaladmin"],"entitlements":["desktopStdN","3DAnalystN","maritimeN"]}

Refer to this documentation: https://developers.arcgis.com/rest/users-groups-and-items/provision-user-entitlements/ for more information.
