The ArcGIS Maps SDK for JavaScript Editor widget allows for creation of related features from the relationship element component of the form even when the configured allowed workflow is set to only allow updates.

Workaround
Removing the relationship element from the form would prevent users from creating features but the app no longer displays related records able to be updated.
