The ArcGIS Maps SDK 'Display electronic navigational charts' documentation states users can access electronic navigational charts (ENCs) encrypted conforming to the S-63 IHO Data Protection Scheme, but only ArcGIS Maps SDK for .NET supports this.

Additional Information

There are two ENC dataset schemes, S-57 and S-63. S-57 datasets are supported on all platforms; however, the S-63 ENC dataset, which is the encrypted dataset, is only supported on Windows (WPF, WinUI).
