The ArcGIS Instant Apps Interactive Legend template does not load when the only visible sub-layer within a group layer has a visibility scale outside of the map's default extent.

This issue is fixed in an upcoming ArcGIS Online release.Workaround
- Specify the initial scale of the web map to display the layer with a visibility setting.
- Zoom in to the scale displaying the layer, and the legend now loads.
