The ArcGIS Instant Apps Attachment Viewer template does not display attachments in a map focused layout mode when there are several attachment enabled layers of which one is without features.

Workaround
- Use an attachment focused layout.
- Remove empty attachment enabled layers from the underlying web map or add a feature to the empty layer (a placeholder does not have to be with the attachment).
- Use hosted feature layers.
