This issue is currently not reproducible within ArcGIS Hub. Hosted feature layer view items shared with the Hub site's Content group as well as at the owner or organization level display the data within the Hub dataset page, and the download functionality works as expected when the 'Allow others to export to different formats' setting is enabled for this item. If this issue persists, contact Esri Support Services.
