The ArcGIS Hub initiatives 'Sign Up' and 'Sign-In' buttons do not respect the browsers' locale language settings when opening the respective signup and sign-in pages.

ArcGIS Hub under ArcGIS Online does not support changing the locale/I18N/L10N behavior with the locale query parameter. It is recommended to achieve the locale changes by using a computer configured for the desired language.Workaround
Configure the computer with the desired locale.
