Additional Information
By design, Open Data and Hub use the browser language, not the ArcGIS Online Organization language settings, to determine in what language the translated text is displayed. This has the advantage of allowing users (admin users or end users) to get translations in any language they select. There is an added advantage that, the end user's browser language setting is also available to all other web sites in the world, where users choose to follow that.Steps to Reproduce
