Known Limit
After review by the development team, it has been determined that this issue is related to a known limitation with the software that lies outside of Esri's control. The issue's Additional Information section may contain further explanation.
Additional Information
This is an expected behavior.
When users increase the dpi, users must also increase the image size to get a higher resolution image. When users leave the image size in the same while increasing the dpi, the total number of pixels used in the symbology increases, but since there are limited number of pixels available at the set image size, ArcGIS for Server zoom in because the server cannot fit the rest of the image in that size.
