The ArcGIS for Server print service does not output a higher resolution image when given a web map as JSON with dots per inch (dpi) greater than the default 96, rather it outputs a more zoomed in image.

Additional Information

This is an expected behavior. When users increase the dpi, users must also increase the image size to get a higher resolution image. When users leave the image size in the same while increasing the dpi, the total number of pixels used in the symbology increases, but since there are limited number of pixels available at the set image size, ArcGIS for Server zoom in because the server cannot fit the rest of the image in that size.

Workaround

Leave the default dpi.
