This issue is by design. If you are an ArcGIS for Maritime customer, then you must have the following features authorized and licensed: - Data Reviewer - Production Mapping - Maritime Charting - Workflow Manager You must have the following Mapping and Charting Solution software installed: - Production Mapping (install Production Mapping and Data Reviewer) - Maritime Charting - Workflow Manager (optional) Please refer to the following link: https://desktop.arcgis.com/es/quick-start-guides/latest/mapping-and-charting-solutions-quick-start-guide.htm

Workaround

License Data Reviewer, Production Mapping and Workflow Manager in addition to Maritime Charting. Once these additional licenses have been authorized and enabling Maritime Charting in ArcMap extensions, Data Reviewer and Production Mapping are automatically enabled.
