Additional Information

Issue with resolving looped IPv6 on same machine or in certain circumstances on a network. This will be fixed at 10.2.1.

Workaround

Upgrade ArcGIS for Desktop 10.1 to 10.2.Some users have also used the IP address to resolve this issue.
