Bug
The ArcGIS Experience Builder Map element does not automatically refresh the symbology when there is a refresh interval set on a layer, either in the ArcGIS Experience Builder app, or in the related web map after the ArcGIS Online February 2023 update.

Workaround
Interact with the Map element in some way (Zoom, Pan, etc.) to refresh the data, unless the map is working with a View Layer, in which case refreshing the browser page refreshes the data's symbology.
