When setting up a message action, and the Record selection changes in one widget, the selection can only be triggered from that widget, not other widgets or actions. In the recent version of ArcGIS Online - June 2024, adding a map or feature service that contains related layers, and use the layer's relationship to configure message actions, which can be a workaround.Steps to Reproduce
