The ArcGIS Enterprise site embedded in ArcGIS Dashboards displays the editing capabilities for the enterprise site when opening the site in view mode.

It is expected behavior to see edit capabilities when a user with editing rights logs in and views the site embedded in another app during the same browsing session. Much of ArcGIS Enterprise Sites functionality relies on passing cookies to confirm content access rights. If disallow cookies to be passed when a site is embedded, the embedded site would also lose considerable functionality, including user-specific row visibility. If user is able to reproduce the bug when viewing the dashboard in a logged-out, clean browsing session let us know as this would be a significant security flaw.Steps to Reproduce
