The ArcGIS Data Store tile cache data store backups to Azure Blob Storage always perform full backups instead of incremental backups, contradicting documented behavior.

As of the ArcGIS Enterprise 11.4 release of ArcGIS Data Store, the tile cache data store is deprecated. The administrator of the hosting server can run the MigrateSceneService utility, which is installed with ArcGIS Server 11.4 or 11.5, to move hosted scene layer caches to an Object Store.Workaround
Use a file share as the backup location for the tile cache data store. This method correctly performs incremental backups as expected. However, this is not scalable or ideal in cloud-hosted environments such as Azure or Amazon Web Services (AWS).
