Fall back to English for unsupported languages in ArcGIS Desktop 10.6.1.Workaround
Use Mozilla Firefox or Google Chrome and set the language to 'en-US'. Optionally, set the region or location settings in Windows to 'en-US' to use Internet Explorer.Steps to Reproduce
