This issue is specific to Android devices in the Hungary region. Contact Esri Support Services if the issue persists in other regions.Workaround
Use a Google Account for Google Play Store that is not registered in Hungary. Refer to https://support.google.com/googleplay/answer/7431675?hl=en for more information.
