The ArcGIS Business Analyst Web App data source defaults to Esri 2022 and not Esri 2023 as expected after the June 2023 release, causing the update reports dialog to not display.

Additional Information
This issue has been resolved as of 6/20/2023. When opening projects, the data source for USA defaults to the most up-to-date Content for Esri 2023.Workaround
Do not select 'Take a Tour', leave or cancel the What's New window.
