Workaround

1. Use the 'DESKTOP_CONFIG' parameter. Setting this parameter to TRUE will prevent the ArcGIS Administrator Wizard from being launched automatically at the end of the setup.2. Click 'OK' on the ArcGIS Administrator Wizard. The ArcGIS Administrator will display normally, and set the license accordingly.
