This is a URL encoding issue related to the use of an apostrophe (') instead of using hexadecimal encoding %27. Changing the spaces to %20 plus (') to %27 allows this to work.Workaround
Do not use an Arcade expression. Put the entire URL with the variable in the Link Properties URL box in the Custom Attribute Display. Refer to this blog available at https://www.esri.com/arcgis-blog/products/arcgis-online/mapping/url-parameters-pop-ups for more information.
