A whole new labeling API was introduced in ArcGIS Runtime SDK version 100.11. Review https://developers.arcgis.com/net/release-notes/prior-releases/release-notes-for-100-11/#new-managed-labeling-api. Re-test the workflow using the new labeling API and AngleExpression property. For reference, see https://developers.arcgis.com/net/apireference/api/netwin/Esri.ArcGISRuntime/Esri.ArcGISRuntime.Mapping.Labeling.LabelAngle.AngleExpression.html.
