The Apply Symbology From Layer tool in ArcGIS Pro does not properly update ranges by data if there are values in the target field of the input layer that are not values in the source field of the symbology layer.

This is still an active bug, but fixing it risks breaking other cases supported by the tool, so fixing the bug is not prioritized. A new tool is being developed in the near term to resolve this and other issues.Steps to Reproduce
