The 'Apply Symbology From Layer' tool in ArcGIS Pro does not properly update ranges by data if the target field name of the input layer does not match the source field name of the symbology layer.

Add a new field to the input layer which matches the name of the source field of the symbology layer, and symbolize based on that field.
