Bug
The Apply Symbology From Layer tool does not update the input layer when run in a model tool, which is a different behavior from the Add Field tool. Both tools create derived outputs but behave differently.

The issue is as designed.Workaround
- Run the model within the ModelBuilder editor to apply the symbology to the input layer. The input layer can be also updated by running the Apply Symbology tool in the geoprocessing pane.
- Set the output of the Apply Symbology From Layer tool as a model parameter to update the input layer symbology after running the model tool in the geoprocessing pane.
