Additional Information

The Apply Symbology From Layer tool is to be deprecated in version 3.3 and replaced by a new tool owned by the Map Authoring team.

Workaround

Use ArcGIS Pro 3.0.x or run the process through with smaller amounts of data (incrementally) in ArcGIS Pro 3.1.
