This behavior is by design. When using a layer file as the Symbology Layer parameter in ArcGIS Pro, the parameter is converted from the layer data type to GPDataFile when the tool is published as a web tool. While GPDataFile can accept file-based datasets such as .csv, .txt, and .zip, it does not support .lyr or .lyrx files for symbology application. Uploading a .lyrx file to the ArcGIS Enterprise portal creates a file item, but its URL is not a valid input for the GPDataFile parameter in a published web tool. As a result, although publishing the tool is technically possible, executing it through Map Viewer is not supported, since it cannot accept a symbology reference as input.
