This issue is no longer reproducible. Looking at the log, the features did not append.Workaround
1. Create a new PostgreSQL enterprise geodatabase.
2. Add a utility network owner user or schema.
3. Stage the utility network.
4. In the Apply Asset Package tool, uncheck Calculate Spatial Index and Analyze.
5. Add spatial index to features.
6. Analyze the feature dataset.
