This issue is addressed in the Portal for ArcGIS 11.0 final and the upcoming Portal for ArcGIS Security 2022 Update 2 Patch for 10.9.1.

Workaround

  • Switch to the English user interface (UI).
  • Use Portal for ArcGIS 11.0 Beta.
