Bug
The Append tool returns "Warning 000184: Spatial index does not exist" when using the NO_TEST option if the user has a 'db_owner' role and is not the data owner of the target dataset.

Duplicate of BUG-000089146:Workaround
Go to Geoprocessing > Environments > Geodatabase Advanced, and check the Maintain Spatial Index option. The Append tool then runs without any warnings, and the spatial index is maintained.Steps to Reproduce
