The Append tool does not retain the null values of the input dataset and inserts the the default value of the target dataset.

Additional Information

The ArcGIS Pro field management and data loading has been enhanced for better support default field values, regardless if a new record is being inserted from interactive editing tools, or from the Append geoprocessing tool. When new records are added to a table with default values assigned to attribute fields, null values must never be inserted into the field with default values, only the default value. The Append geoprocessing tool is consistent with the rest of the application in terms of inserting new records and default value management.
