The Append tool creates a vague error 'ERROR 000224' if the precision and the field scale are causing conversion problems. Do not generate an empty output warning.

This issue is non-reproducible in ArcGIS Pro.

Workaround

Make sure the precision and the scale of the target feature class are accommodated for the appended data from the input feature class. Check the target feature class to ensure an empty output does not occur or use versions earlier than ArcGIS Desktop 10.6.
