Unable to paginate more than the maxResultWindow limit on a spatiotemporal hosted feature service, which in this case is 32001. This is by design.Workaround
ArcGIS Enterprise 10.9.1 can append and view the table. However, ArcGIS Enterprise 11.0 replicated the error.
