Additional Information
In the last few releases of ArcGIS Pro, including ArcGIS Pro 3.5, the support of DGN Text as GIS CAD Annotation has been improved. The Autodesk Mtext and DGN multiline text is not supported.Workaround
View the CAD file in ArcMap 10.2.1.
