Additional Information

This issue is not reproducible in the latest release of ArcGIS Pro 2.7.

Workaround

*** Workaround worked on the analyst's end (but not for the customer):

If an additional map is created in the project and a simple feature class from the same geodatabase connection is placed in this secondary map, when opening the project and entering the user/pass when prompted, the annotation feature class in the original map will no longer have a broken data source. Create an additional map for this to work, the issue still persists if a simple feature class is added to the original map. 

*** Customer's workaround (Also worked on the analyst's end):

After opening the project and inputting the credentials, remove the annotation feature class from the map, then select the undo arrow in the toolbar to re-add it back, now with the data source is connected.
