Workaround

If data owner turn on "Create annotation when new features are added" setting on the annotation featureclass, the text is placed using an "Editor" login when a new feature is created. However, editor cannot get "annotate selected features" tool to work.For Oracle users:User 9.3.1 client to edit annotation.
