Additional Information

PictureFillSymbol does not support rotation when the FeatureLayer RenderingMode is Static (or Automatic for Polygon geometry types). To honor rotation, set the RenderingMode to Dynamic. For example, `featureLayer.RenderingMode = FeatureRenderingMode.Dynamic;`
