Additional Information

The window is opened via a link, but not the record selection. Besides, when setting up a message action Record selection changes in one widget, the selection can only be triggered from that widget, not other widgets or actions.

Workaround

Use a sidebar widget. Set up the message actions Record selection changes, use the Sidebar widget and open sidebar on the map and list widgets.
Customize the map pop-up window in Map Viewer, and check the 'Show pop-up upon feature selection' option in the map widget settings. This way, once a feature is selected in the list widget, the popup window in the map will open.
