This issue was submitted for the 10.0 ArcGIS Server on Amazon architecture, that is no longer being developed.Workaround
1. Change soc, som, arcgiswebservices passwords.2. Change application pool password for arcgiswebservices.3. Run GIS Post Installation.4. Run Web Services Post Installation.5. Log off. Do not shut down. Shutting down or stopping instance changes the host name.6. Stop instance.7. Restart instance.8. Associate with EIP.9. Reboot instance.10. Log back in and you can get to REST and manage services.Steps to Reproduce
