The allocate(username, credits=None) method allocates the organization's service credit balance (no allocated limit) to a user when the credits argument is set to zero.

Workaround

Change the users service credit allocation amount to 0 using the ArcGIS Online user interface by clicking the Organization tab > Members > Click the link under the Credits Remaining column next to the relevant user and set the credit allocation.
