Additional Information
This issue is not reproducible in ArcGIS Pro 3.2. There are many enhancements made in ArcGIS Pro versions 3.1 and 3.2 to the Align Parcels tool. The anchor points all remain fixed. This is tested in a file geodatabase and a feature service.Workaround
Use ArcGIS Pro 3.1.x.
