The admin is unable to share layers to the group in Portal for ArcGIS 10.9.1 if the admin is not the owner.

Workaround
These are not viable workarounds for my user at this time, but options include:
- change ownership of layer to admin > share to group > change ownership back to original user
- change sharing to organization > share to group > unshare with organization
