This issue is also addressed in the "Geocoding General Maintenance Patch" for 10.0 SP3.

Workaround

Roll back to Version 10 SP2.Create address locators using the Version 9.3.1 styles, but the new functionality of the Version 10 locators, such as single line input, will not be available.
