The Add Rule to Topology tool fails and returns "ERROR 000840: The value is not a feature layer" when executed from a Python window and background processing is enabled.

1. Disable the background processing.
2. Run the tool in a standalone integrated development environment (IDE).
3. Add the rule to the topology dataset via the Catalog window.
