There are no plans to release an ArcGIS Desktop 10.9, and we recommend that you migrate to ArcGIS Pro. Workaround

1. Disable the background processing. 2. Run the tool in a standalone integrated development environment (IDE). 3. Add the rule to the topology dataset via the Catalog window.
