Additional Information
This behavior is expected in Collector for ArcGIS for the initial point to be placed at your current GPS location.
To create new points or vertices at locations other than your current GPS location, there are a few options inside the app to use:
1. Use Collect Here. Tap and hold the screen at the location where you want to start the collection to drop a pin and tap Collect Here. The point or vertex will be created at this location.
2. Follow the same workflow as before, where the first point or vertex is added at your GPS location and manually pan back to the desired location and choose the option for Update Selected Point in the Overflow menu ‘…’. This will move the vertex to the location of the location target on the screen.
3. If your map contains multiple editable layers, after tapping Add '+' and before selecting a template to start editing with, pan to the correct location. When the template is chosen, the point or vertex will be created at that location.

Workaround
Manually turn off the location tracking for Collector for ArcGIS by clicking Settings > Privacy > Location Services > Collector.
