The Add Data From Path tool in ArcGIS Pro silently fails to render local XYZ tile layers when the source is referenced via a file:// URI – no tiles are drawn; no error is displayed.

Workaround

Serve the same tile directory over HTTP on the local machine and reference it via http://localhost:

cd C:\xyz_test

python -m http.server 8000

Then, in the Add Data From Path tool:

http://localhost:8000/{z}/{x}/{y}.png

python -m http.server is suitable for verification and short-lived use. For sustained operation, a service-capable HTTP server such as Caddy or Nginx (portable) is recommended.
