Additional Information

Issue: The Add Colormap tool does not permanently add a colormap to a NITF file. Explanation: Writing to a NITF file is not currently supported in ArcMap or ArcGIS Pro. Thus, no permanent change is made to the underlying data when applying a colormap to the display of a NITF file. Although NITF for ArcGIS (currently available for ArcMap 10.5.x and previous) can be used to write NITF files, saving a colormap to a NITF file is not a supported workflow.
