The actionsSections property of the ListItem class does not change when the 'type' is set to toggle (ActionToggle) in ArcGIS Maps SDK for JavaScript 4.29.

In ArcGIS Maps SDK for JavaScript 4.29, the layer list is refactored to use calcite components, so it looks different but still functions the same. The action toggle icon is now a question mark by default but can be set to any calcite icon. When the value of the action toggle's value is true (it's toggled on), a gray background indicates that the toggle is active. The icons for the toggle can also be changed based on the action toggle current value, as shown in this codepen, which adds or removes a layer effect based on the value of the action toggle. https://codepen.io/sagewall/pen/RwzZJPySteps to Reproduce
